HOW WE SPENT $876. 88M ON MILITARY EQUIPMENT, BY PRESIDENCY_FOLLOW UP DETAILS

In 23 July 2019, the presidency yesterday explained how the $1billion withdrawn from the Excess Crude Account (ECA) for the procurement of sundry hardware for the nation’s military was spent. The withdrawal was authorised by the National Economic Council (NEC). The shocking confession by the National Security Adviser (NSA), Gen. Babagana Mongunu (rtd) that he was not aware of the whereabouts or disbursement of the $1billion drawn from the ECA by the Buhari presidency in 2017 for security purposes.
The record we have is that the Buhari administration paid $496,374,470 for a dozen Super Tucano fighter aircraft for the Air Force in a direct, government-to-government (no contractors or commission agents) transaction with the government of the United States of America. They are due for delivery in 2020.

Various other military procurements for critical equipment have been made. These are for the Nigerian Army and the Nigerian Navy, amounting to $380,513,958,71. These procurements include money for the purchase of Navy Lynx helicopters.

Total amount spent so far is $876,888,428.71. The equipment paid for have due dates of delivery of between 6 months to 2 years. Balance of the money that is unspent as at today is $123,111,571.29.
NOTE: The entire expenditure involved in these exercises is on the basis of government-to-government procurement. In cases where the Nigerian government dealt with equipment manufacturers, their home governments have in all cases given guarantees to the Federal Government.

FG APPROVES POLICE REORGANISATION, ADDITIONAL DEPARTMENT, ZONAL COMMANDS

On 28 May 2020, the Federal Government has approved the reorganization of the Nigeria Police with the creation of an additional department, five (5) Zonal Commands and granting of full autonomy to the Force Intelligence Bureau (FIB). This is part of efforts to address the threats posed by the dynamics of crimes and full implementation of the Community Policing initiative in the country. It is now a full-fledged department of the Force to be headed by a Deputy Inspector General of Police (DIG).
With this new arrangement, the force now has 8 departments and each headed by a DIG.: Finance and Administration, Operations, Logistics and Supply, Force Criminal Investigations Department (FCID), Training and Development, Research and Planning, Information and Communication Technology (ICT) and Force Intelligence Department. With approval for the decentralization of the FCID, two additional offices would be established in Enugu and Gombe States.

The last police support procurement project was Friday, December 20, 2019 where President Muhammadu Buhari commissioned 139 Hilux Patrol Vehicles including 46 Police Smart Surveillance (CCTV Camera-on-the Move) Vehicles. The event at the Police headquarters in Abuja also included the commissioning of 11 Tactical Operations Vehicles fitted with state-of-the-art surveillance equipment; 9 Armoured Personnel Carriers; 5 Troop Carriers; and 7 Anti-Riot Water Cannon Trucks.
Also commissioned was the Nigeria Police National Command and Control Centre (NPF-C4i) and the first phase of the Nigeria Police Crime and Incident Data Base (NPC & IDB) Centre.

CHAD TROOPS LEAVE NIGERIA WITH BOKO HARAM MISSION ‘FINISHED
Chad has ended a months-long mission fighting Boko Haram in neighbouring Nigeria and withdrawn its 1,200-strong force across the border. However, Chad’s chief of general staff General Tahir Erda Tahiro said that if countries in the region which have contributed to a multinational force were in agreement, more troops will likely be sent in.
The Chad troops crossed the bridge back towards their capital N’djamena via the Cameroon border town of Kousseri, an AFP reporter said. They left because Nigerian troops working alongside the Chadians also left the base soon after the Chadians had moved out.
However, On May 27 2020, two soldiers were killed early on Tuesday when jihadists attacked a military position in northern Cameroon after crossing from Nigeria, sources said, while seven other soldiers were injured in a mine blast in the same village.

Troops of Army Super Camp 11 Gambouru under Sector 1 of Operation Lafiya Dole, while on clearance operation on 24 May 2020 at Mudu Town in Borno State neutralised 12 Boko Haram Terrorists (BHTs). Troops also rescued 241 persons in captivity of the terrorists comprising 105 Women and 136 Children as the Army begins to win the war.

가. NIGERIA SPACE PROGRAM UPDATE
The total approved budget for space for 2020 is $59.26 million spread across the National Space Research and Development Agency (NASRDA) and its centres, the Nigerian Communications Satellite Limited (NigComSat), and the Defence Space Administration. NASRDA and its centres will receive a total of $44.18 million, NigComSat will receive $9.54 million, while Defence Space Administration will receive $5.48 million in the 2020 fiscal year.

New Report states that the African space economy is now worth $7 billion and is projected to grow at a 7.3% compound annual growth rate to exceed $10 billion by 2024.
While funding has been a major challenge to NASRDA’s operations, additional funding from the proposed National Research Development Fund will help mitigate this challenge. The last major satellite project by Nigeria was in 2011 with the launch of NigComSat-1R, although a nanosatellite (Nigeria EduSat-1) was built and launched in 2017 through one of the Nation’s universities in collaborations with Japan. Both the Earth observation satellites and communications satellite previously launched by the country are due for replacement, unfortunately, there has not been any major commitment towards this by the government. However, this is another indication to NigComSat being privatized soon.
The National Space Research and Development Agency (NASRDA) now has a new acting Director-General by name Dr. Francis Chizea who was the Director, Planning Policy and Research Department (he took over Mr.Jonathan Angulu).

Dr Francis Chizea, an adjunct faculty at International Space University joined the National Space Research and Development Agency in 1999 as one of its pioneer staff and has spent about 21 years in the Nigerian civil service.

나. FIRST NIGERIAN AIR FORCE A-29 SUPER TUCANO LIGHT ATTACK AIRCRAFT SUCCESSFULLY COMPLETES INAUGURAL FLIGHT
Embraer Defense & Security and Sierra Nevada Corporation (SNC) announced the first of 12 A-29 Super Tucano light attack, combat and reconnaissance aircraft for the Nigerian Air Force (NAF) successfully completed its inaugural flight at the production facility in Jacksonville, Florida. The full fleet of A-29 Super Tucano aircraft for the NAF are currently in production by SNC and Embraer at the Jacksonville facility with delivery to the NAF expected on schedule in 2021.
In December 2018, SNC and Embraer Defense & Security were awarded the contract to deliver 12 A-29 Super Tucano light attack aircraft to the Nigerian Air Force.

NIGERIAN NAVY THWARTS HIJACKING OF CHINESE FISHING VESSEL

The Chinese fishing trawler Hailufeng 11, licensed to fish in Côte d’Ivoire, was taken by pirates on Thursday, May 14, 2020 in the Ivorian exclusive economic zone with 18 crewmembers aboard – 8 Chinese nationals, 7 Ghanaians and 3 Ivorian nationals. Through rapid and engaged cooperation among a number of different African states and institutions, the vessel was tracked, and the Nigerian Navy was able to interdict it 140 nautical miles south of the Lagos Fairway Buoy at about 2210 local time on the night of May 16.
